The Aim A Memorandum of Understanding between the Governments of New South Wales, Queensland, South Australia, Tasmania, Victoria, Western Australia, the Australian Capital Territory, the Northern Territory and New Zealand (the Alliance) has been developed to ensure a collaborative effort towards the development of leading edge and sustainable biotechnology industries in Australia and New Zealand.
Guiding Principles The Alliance recognises the critical mass and competitive strengths in biotechnology of its member jurisdictions and agrees through collaborative effort to further strengthen and globally market these competitive advantages.
The Alliance will operate flexibly allowing for further development of its objectives and activities over time.
The Alliance will develop productive working relations with appropriate industry, government and research organisations in the member jurisdictions.
Objectives
- To develop a collaborative strategic approach to marketing member jurisdictions' combined strengths in biotechnology in the international arena including production of relevant collateral promotional material.
- To ensure better coordination of biotechnology events to focus international attention on the Australian and New Zealand biotechnology industries.
- To ensure a co-ordinated approach to biotechnology-related trade missions, such as the annual BIO convention, including, but not limited to, marketing, publicity materials and promotional events.
- To enhance the capacity of the member jurisdictions to respond to research priorities and funding programmes.
- To identify areas of advantage and where there is potential, to encourage joint ventures and collaboration in research projects between member jurisdictions.
- To minimise unnecessary duplication of significant infrastructure and to encourage shared equipment usage.
- To encourage multilateral exchange of key scientists and researchers.
- To explore, and where appropriate develop, common policy frameworks and communication strategies to inform the community of ongoing and new developments in biotechnology.
- Other objectives as may be jointly agreed from time to time by the member jurisdictions Operation, Amendment and Review of the Memorandum of Understanding.
For the purposes of this Memorandum of Understanding, the following are nominated as representatives of the member Governments:
- The Premier of New South Wales;
- The Premier of Queensland;
- The Premier of South Australia;
- The Premier of Tasmania;
- The Premier of Victoria;
- The Premier of Western Australia;
- The Chief Minister of the Australian Capital Territory; and
- The Minister of Research, Science and Technology, New Zealand.
The member Governments may:
- vary this Memorandum of Understanding at any time as jointly determined by all eight member representatives in writing; and
- alter their designated representative at any time by prior written notification to the other jurisdictions.
This agreement provides a framework for members to actively work together and provides for both multilateral and bilateral projects and activities. All projects and activities implemented under the umbrella of the Alliance must be agreed to by all Alliance members. At the request of any member, the member Governments will consult to promptly solve any issues which may arise in relation to this Memorandum of Understanding.
This Memorandum of Understanding will come into effect upon the date of final signature by the representatives of the member jurisdictions. The member Governments acknowledge that this Memorandum of Understanding does not constitute a legally binding agreement. The member Governments will review this Memorandum of Understanding five years from the date of the final signature by the representatives of the member Governments.
On 10 December 2005, the inclusion of the Northern Territory was formalised through an addendum to the ANZBA MoU.
